windows locking up….help

Here’s my delima. Windows 2000 just freezes when working in it. I’ve re-formatted the drive and reinstalled windows 2000 and it freezes on installation. Tried a New hard drive I had for another system. Same thing. Freezes during installation. I’ve stripped the Motherboard of all cards, etc and left the board, drive, memory, cd and fd drives intact. Same thing. Is this a motherboard problem? Thank you for your help.
