Windows ME (bootable CD?)

I recently purchased windows ME (full) and discovered that i couldnt get the CD to boot, is the CD supposed to be bootable like the Windows 98 CD or not. Furthermore I am concerned with the fact that the windows file on the CD is called ‘win9x’, not’Windows’ or ‘WinME’ as i expected, these charecteristics lead me to think that an upgrade cd was placed in the box instead of a Full copy, can anyone tell me different?
