Windows ME hangs on startup

I have a Windows ME computer that hangs on startup displaying the following error:”Updating hardware information database”. I can boot into safe mode. Using MSCONFIG I have disabled all programs in the startup sequence and am not processing win.ini or system.ini. Any assistance would be greatly appreciated.
