Windows ME Startup

Hi all! My computer couldn’t started up instead it stayed in Windows ME Bootup picture for a very long time, until I couldn’t wait anymore. Try safe mode, it is the same. If I pressed ESC I received message of windows couldn’t updated 1% from 2%(Something like that), the longer I waited, the more of this same message appeared. I ran scandisk and scanreg, no help. Will clean installation help? Please help! Appreciated for any comments!
