Windows Reinstallation Error

I was wiping my Dell – Inspiron Intel Core i3 Laptop but at 99%, it shut off. Currently when trying to start it up, there is an error message, “The computer restarted unexpectedly or encountered an unexpected error. Windows installation cannot proceed. To install Windows, click “OK” to restart the computer, and then restart the installation.”

I have clicked “OK” over the past hour, but the message reappears. It does not restart the reinstallation.

What do I do to start up the laptop? Thank you.
