Windows SBS DHCP Management Console missing

Everyone keeps telling me to use the DHCP Management Console (Windows SBS 2003) but it is nowhere to be found. It’s not in “Services and Applications” in the Server Management console or in Administrative Tools and there are no dhcp*.msc files in the system32 folder.
Where did it go and how do I get it?
