Windows server 03 CALS not working

I have a win server 03 with an activated licensing server. I have the two default cals and added five more CALS purchased through microsoft open license. I installed and activated the CALS.

I am still unable to have more than two users on the server.

If I go to Licensing > Manage Client Access Licenses it says there are 5 installed licenses but the maximum usage is 2.

Any ideas on how to fix this would be greatly appreciated.
