windows server 2003

why i am not getting the sharing option on client PC when the user is logging on to their PC ..and i did not assigned any policy to that user, still he is not getting the sharing option,,i have checked everything..like file and print sharing.

what is the best way to put the user data on central location like..server and how it can be done.
please give me a good solution for this.to over come this problem.
