Windows Server 2003 Background Applications at Log Off

I’m running Windows Server 2003, and I need to run some programs in
the background such as Quickbooks Database Manager, and eJabber. I
have these set up to load at startup, and they work once a user logs on,
but when the user logs off, these programs stop. I thought originally it
was because I was running these programs as the same user I logged on
as, but I tried logging on as a different user, and at log off, the result
was the same. How can I get these programs to stay on at log off?
