Windows Server 2003 CAL licencing

I have recently taken over a post and have 2 win2003 servers. 1 x File Server and 1 x Exchange 2003 server. I had no hand over or documentation from my predessor and need to know what CAL’s we have. Where can I find this information.
Have look in admin tools/licening on Exchange server but have a message stating”The licence logging service is not running”
Have looked in admin tols/Terminal Server Licencing it has two entries
1.Existing Windows 2000 server-Terminal Services CAL Token(per device) under type it reads “built in” under total it reads “unlimited” under available it reads “unlimited” then under issued it reads “0”
2.Windows Server 2003-Terminal Server Per User CAL Token under type it reads”Retail Purchase” under total it reads”20″ under available it reads “20” under issued it reads “not applicable”

The file server reads the same although it only access exchange server when reading from Terminal Licening option.

I have about 30 users running winXP/vista who access both servers. Would appreciate any help with what I should have in place.
