Windows Server 2003 Group Policies do not run

I am setting up my first windows server after several years of working with Netware servers. I am attempting to creat group policies to control the workstation desktop. I set up a policy through GPMC and can run a test on it but when I log in to a workstation, the policies are not applied. My workstations are XP with latest updates.
