Windows Server 2003 OEM boot problem

I am trying to boot off the OEM Windows Server 2003 CD. The server will not boot off of it. You see the light on the CD come on for about two seconds and all you see on the screen is Windows Setup and it stalls. Have tried it on another pair of OEM disks and got the same result. I know the CD player is working. What on the server is preventing me from rebooting from a CD.
