windows shutdown

My windows 98 SE computer will not completly shut down. When i click start…..then shut down it goes to the windows is shuting down screen and just sits there and will not go to the “its safe to turn your computer off” screen. I have reloaded windows 98 SE but it did not help. I do not know where to look for the problem.
