Windows SP3 failed to install and now pc does not boot

After trying to install SP3 on a HP Pavillion Laptop it stopped after 80% and the cancel button was not available.I tried to cancel via task manager and it was not responding and so I ended task. Now pc only boots as far as windows logo and then loops -Even in saefe mode. Would starting a recovery console help?
