Windows – Temporary folder

How do I restrict size of Temp folder (both in 95 & NT) to certain size, say ~ 4 MB. Some of the Laptops, which we use have 2GB hard drive. Temp folders use lot of space, as users don’t delete temp. files on a regular basis. Any suggestions on cleaning it automatically.
