windows Terminal server serivce issue

im using a windows terminal server, with IIS & Norton AV. when starting the SERVER Service. im getting an error “windows couldnot start the server service in the local computer Error Code 5: Access denied”. so im not able to manage the user passwords. can any one help me on this.
