Windows won’t shut down

I have a Pintium III 500 Mhz with BWI3B Motherboard, having problem with Shutdown. Though my power is of AT Baby, after shtiing down windows 98 there is no message It is now safe to Shut Down instead LED of HDD and CD-ROM lit contuniously… What may be the reasons..
