Windows wont start

Computer crashed and upon reboot it goes in to a screen that says
?we apologize for the inconvenience? It gives me safe options
however when I choose any of them it takes me in a circle back to
this screen. Anybody have any ideas how I can fix this. Thanks so
much in advance.
