Windows XP background loads but no icons/task manager/start menu

Hello guys, Im running Windows XP on a Dell Inspiron 510m, everything has been fine (apart from the fact it doesnt charge) until recently when at it refuses to load any icons/start bars anything. It refuses to even run in safe mode. I have tried to get the task manager up but it doesnt I am just left with the windows XP green hills background and nothing else.

any solutions?
