windows xp dll files are not all found dureing fresh install

Reformatted a Dell Dimension 8400, But could not reinstall from recovery disk with XP sp2. Tried useing an upgraded version of XP. (Not able to put 98 on PC probably due to Sata HD configurations. XP askes for proof and I show the 98 CD). Then install takes place but more than 50 dll files cannot be found. Cannot reinstall XP at all. The same for the recovery disk, can’t find all dll files. CD’s are not damaged in any way. Tried 4 different ones.
The same problem for all. And after about 30-50 “skip this file”, blue screen of death ends the project.
