Windows XP Home hangs on boot

Windows XP Home edition hangs at agp440 in safe mode on
boot. Ctl-Alt-Del has no effect. Disk had errors, so I
copied all files off to another server, reformatted and
restored files. This is the same symptom as before the
format. Booted from second hard drive to copy files off and on, then copied drivers directory from bootable drive. No change.
