WINDOWS XP – (OEM) RE-INSTALLATION

A friend built a PC from scratch and bought an OEM copy of Windows XP Pro. Two years later his PC is full of garbage and needs to be wiped and software re-installed (including the OS). The question is will Microsoft allow the re-installation of the OS without having to re-register?
