Windows XP sp3 Networking Not Working

Greetings, I have 2 Toshiba laptops I am trying to network to see each others doc directories. They each see the Internet and the network printer. I setup a workgroup named BRASTED and the computers each have names, one Scott and the other Joyce. I can see the Workgroup and sometimes both computers and sometimes just the local machine in Network Neighborhood. I have the dirs. set to share. I can ping each machine and they answer. When I try to connect I get an error message saying the computer is not accessible. You might not have permission to use this network resource. I am logged on to both computers as admin. Any thoughts?
