WinME always go into Safe Mode unless F8

My customer recently complained that his Windows ME always go into Safe Mode unless you press F8 and hit the “Enter” key. In addition, he often gets a script error after booting up and WinME will exhibit intense and prolonged hard disk activity. A virus scan shows up nothing. And NDD.exe in DOS mode detected a file system error but refuses to repair it. Is there anyone who
is able to help?
