winsvrc.exe?

I have a Sony Vaio laptop computer that will not boot windows 98. It comes up with the error of ‘cannot find file “winsvrc.exe” cannot load applications’ and shuts down. I have never seen this file and have NO idea where to get it or even what it does. Can anyone help me with this?
