WinXP is not user log off or shut down

I have a few pc’s that will not let the user log off. If you go to START–>LOGOFF/SHUTDOWN/RESTART no matter which one you select nothing happens. The pc will not shut down log off or nothing. It’s like you never ask it to shut down.
Has anyone else had this problem?
