Wireless Access for sharing T1

Ok, first i retired myself from the technician aspect of computers and moved to consultation, sales and overall customer service for a Mid sized firm. My question is a client purchased a T1 line and would like to “share” this T1 with his neighbors located within the same business park. I would like to know if it is possible to connect wireless access points to each office’s hub or switch, or do they need a wireless card for each machine on the network?
