Wireless network

I need to set up two linksys wireless routers.

One the first floor the second on the second floor. The router on the second floor is connected to the internet. I have connected to two together use cat5 wires.
They are conneted port1 to port1. I disabled the DHCP and changed the IP address of the second router to 192.168.1.2. second I can get on the internet from router one but not router two.

I have checked all the setting on both routers and still can not get an Ip address from the second router.

What else must I do.
