WMI and hardware audits

Could someone explain to me why Windows Management Instrumentation needs to be loaded on Win98 workstations before auditing software can provide serial numbers, along with other hardware identification? Would there be any suggestions as to how I might be able to retrieve S/Ns only without having to knock everyone’s plastic toys, stuffed animals, family pictures and other collectables over to see the back of the PC?
