Wondows 2003 Server delets Fax from workstation

We recently installed a Windows SBS2003 server with an external US Robotics fax modem. The server sends and receives faxes without a problem. However, any fax sent from a workstation is immediately deleted. We are not running Exchange. Any thoughts to the cause?
