Workstation takes 15 mins to log on

As the title says, its takes about 15 mins to logon to the server. The workstation is running windows xp and the server is running windows 200 server. Everytime i need to restart or cold boot a machine it takes quite awhile.

Another problem that i think might be related to that is outlook xp. It only seems to work on initial start-up, after that it will not connect to the pop3 server again.
