Write permissions

I just came across a problem where a couple of users with up to Write permissions to a shared network folder were saving double documents and a temp file to that folder. They would scan in a document and save it to the folder and have three files appear. I discovered that if a user had up to Modify permissions went through the same scenario only one file was saved to the folder as it should. Any ideas why? Thanks for your information.
