XP limited user wireless network connection

I’m having problems with a new limited use account I created. When the user logs in, the wireless connection shows up nice and strong but they cannot access the internet with any program. Changing their account to Sys Admin fixes the problem. If I give them access to do a Repair on the network connection every time they log in, that works too. Neither solution is acceptable.
