3014 error you must enable your cookies

Dear Techrepublic maybe you can help me, I have set up an account with paypal to accept credit cards, but I can’t login to paypal to finalize my account, I keep getting an error message(3014) that says to enable my cookies, which they are, I was told by paypal to empty my cache, and I did, and I still can’t login, do you think there is something wrong with my security settings, I have tried both default and custom settings, high and low, I am runing windows 98se with Internet Explorer 5.5 sp1. I have delt with paypal support which is extremly slow and I knew you guys would know the answer, thank you very much.
