Issue fully resetting my PC

I have had numerous issues with my PC crashing, as well as having issues with graphical settings from some fixes. I was doing a very long time ago. I feel like my solution is going to be to fully reset my PC and wipe all the files from it to start fresh. Every time I follow the proper steps in the settings, the PC either doesn’t get to the phase where it restarts, or it restarts, but gives me a message stating something like “ something went wrong, the reset did not occur, nothing has been changed”.

Windows support has not been able to help me with this issue whatsoever. Is there something I can be doing to reset my PC to factory rest?
