A Different Win98SE Shutdown Problem

I have a PC in our office that will not shutdown. When given the command to shutdown it instead goes thru a reboot.
I have checked BIOS settings and there is nothing there that could cause this.
Is there a registry entry that changes the way the PC responds to the shutdown command?
