A Runtime Error? Do I wish to Debug??

While surfing certain sites (using IE 5.5), I am getting the error message: A Runtime Error has occurred. Do you wish to debug? Line: ( ), Error: ( ) is undefined. When I say yes, I open up into Microsoft Development Environment. I have no programming experience. On some sites, the error occurs 15 to 20 times. Microsoft’s site told me to “upgrade” to IE 4.0 (I have 5.5, why would i downgrade?) or upgrade my scripting technology. Neither solution fixed the problem. Any ideas?
