Access 2000 Wizard

I am trying to create a form in MSAccess using the Wizard and for some reason it does not respond. I have tried to reinstall and I have tried to simply have the installation CD in the drive while trying to create a form using the form wizard and nothing happens. Do you have any suggestions as to how I can troubleshoot this problem? Or can you direct me to someone(where) that can help me. I have not had much luck with the MS help and Knowledge Base. Thank you.
