Access error when Office 97 is installed

I have a user that was having problems with other users viewing her databases, which she did in Access 2000, so I uninstalled 2000, rebooted, and installed 97. Everything but Access works, when I try to go into access I get “Microsoft Access can’t start because there is no license for it on this machine.” I have gone throught the registry looking for anything that might be related and removed it, but still no luck, I have installed and uninstalled office 97 umpteen billion times. Any ideas?
