Adobe Photodelux 3.1

I have installed the above program. after booting. It come up with this error:
(The Shell32.DLL file is linked to missing export SHLWAPl.DLL:SHRegGetUSValueA) Then I press on the OK button an the next box Say’s:C:\Program Files\PhotoDeluxe HE 3.1\PD3.EXE
A device attached to system is not fuctioning. )
I have reinstalled the program.
