Assign com port number to a serial port?

Running win98. I have a bad serial port (com2). I installed a pci serial port, but win assignes it as com port 3. I need it to be assigned as com 2. I disabled the defective port, but it still gets assigned com3. (The defective port is built onthe motherboard) Is there a way to force the pci port to be com 2?
