ATX PowerSupply or Motherboard?

New power supply; new motherboard = silence and darkness. Which is at fault? All jumpers accounted for and in place except “Conn 1 pins 21 & 22” which are labeled “Power Button/Suspend Switch”.
Motherboard manual does not refer to this setting anywhere between the front and rear covers of the manual. Doesanyone know what this setting should be and what function it performs?
