Auto Scanning is Bugging!!!

I don’t know how to describe my problem but believe me I have never been bugged so much in my whole life by an O.S and that too by the great Win 98. What actaully is happening whenever I shut down my P.C it shut down normally but when I start the P.C the message appears is that you have not shut down the P.C properly and so autoscan will start. And so it does and I have to escape from it. What I did next that I changed the value of AutoScan command line to ‘0’ in MSDOS.sys file but now ifsuppose P.C stops then the Auto Scan which normally in any good pc would have appeared doesn’t appeared. Please help me I am really getting tired of this O.S and the Auto Scan message. Is there any way out. Please reply back soon.
