BE your own ISP

Hi,
I am a student and assigned a project to find out about latest technology used by todays ISPs?

Is there any place where I can find Articles that mentioned and has TechRepublic done any review on any system as such.

I am also looking for cost of setting up ISP, which vendor is recommended for Hardware and softwares.

Any Vendors recommanded? why?

Please help.
