Best way to mirror a web site?

We have an off-site website that we want to work on here and make sure it works fine, then upload it to the off-site location. My question is… what is the best way to get all of our website here? We have a webserver that connects with a dataserverto perform the querys on our sql db. Should I just copy the inetpub folder to the local machine and copy the sql db? Any help is appreciated.
