blank screen at boot

Here is a strange problem that I have spent days trying to solve with no luck.
I have 2 Pentium II machines here which up till 3 days ago worked fine. No 1 machine had a power problem, basically when u turn it on nothing happened. So I took out the power from machine no 2, put the atx power cable into the motherboard No 2 and the power switched on. So it was pretty obvious that No1 needed a new power supply, which I purchased and fitted into No1.
Now what happens when I start No1 is, the hard drive powers up but then the computer seems to stop there. I get nothing on the screen at all and no beeps (i dont think the speaker works). I have trying swapping the RAM, CPU, Video card, taking out all the PCI cards except video and still get a blank screen. I always use an anti-static strap as well.
Now to the strange bit, machine no2 with the power put back in does the exact same thing, a black screen at startup.
So both Pc’s which have same motherboard boot to a blank screen. (I think the speaker works on PC No2 but hear no beeps)
What is going on? Anyone?
