boot disk failure

I have a compaq perario 5461
I received a boot disk failure message,
my setup program didnt see a HD
I bought a new one and installed it
I tried to run the restore disk and it got into a loop, doing nothing and going back to the menu. This is what it did with the old HD. How do I troubleshoot this?
