boot from floppy doesn’t see C drive

boot from floppy doesn’t see C drive
I’m running Win95. I’ve got a C drive split into two partitions 2 and 1 gig (FAT16) and a D drive with a single 10 gig partition (FAT32). It’s been running fine for years.
Now I’ve got an OS problem and want to rebuild. Booting into safe mode works fine and I can see all disks.
Booting from floppy the system can’t see any of the hard drives. I’ve tried several different boot floppies – all give the same result.
Anybody seen this before??
