Boot Problem

I recently installed Win ME, after trying to upgrade from a Celeron 433 to a Celeron 677 which did not work, my system will not boot.

It gets to the Win ME logo and either freezes or shuts down completely. What do I need to do to get this to boot correctly?

I cannot get the safe mode to work or use the boot floppy because the keyboard fails to respond and like I said, I cannot get past the Logo.
