Boot takes long time. Accessing Floppy

I have a friend with a computer that has a problem at start up. His computer tries to access the floppy drive for about 3-5 minutes. If he waits his computer starts fine. Is there any way to fix this? Is it a bad floppy drive? Is it a bad something else? I don’t know much about the situation, but I can find out more, just ask.
